Reducing losses caused by natural disasters and reinforcing public security have been an arduous but important task for sustainable development in the world. Therefore, in the 1990s, the United Nations launched the International Decade for Natural Disasters Reduction (IDNDR) program. From the beginning of this century, the International Strategy for Disasters Reduction (ISDR) has also been implemented. The Chinese government pays great attention to disaster reduction and the improvement of public security. In 2002, the National Disaster Reduction Center of China (NDRCC) was established under the Ministry of Civil Affairs (MCA). China founded the National Commission for Disaster Reduction (NCDR) in 2005 and the Emergency Management Office under the State Council in 2006 to coordinate various ministries in disaster reduction efforts. Disaster reduction and public security improvement have become an important task of the Chinese government, and have played a significant role in promoting sustainable regional development.

In accordance with the general plan of science and technology system for disaster prevention and reduction and public security that is included in the Outline of the National Program for Long-and Medium-Term Scientific and Technological Development, as well as the relevant principles stipulated in the State Council¡¯s Emergency Management Plan and the National Disaster Reduction Plan by NCDR, and authorized by the MCA and the Ministry of Education (MOE) of China, the Academy of Disaster Reduction and Emergency Management (ADREM) was founded at Beijing Normal University (BNU) in 2006. By taking advantage of the research and education capacity at the NDRCC of MCA, and the MOE Key Laboratory of Environmental Change and Natural Disasters and the State Key Laboratory of Earth Surface Processes and Resource Ecology at BNU, the Academy deems it its mission to meet China¡¯s needs for research in disaster prevention and reduction and public security. To date, the Academy has become the country¡¯s research base and education center for disaster reduction and risk governance, emergency management and response, and environmental change and resource ecology. From ADREM has graduated a number of cutting-edge, talented researchers in the fields of disaster prevention and reduction and disaster risk science.

ADREM consists of the MOE Key Laboratory of Environmental Change and Natural Disasters, the State Key Laboratory of Earth Surface Processes and Resource Ecology, and 6 field experiment bases. It focuses its research and education programs on natural disasters, natural resources, and global climate change. ADREM has natural disaster science and natural resource science as its pillar disciplines, and engages in research and education in integrated disaster prevention and reduction, risk governance, rational and efficient use of natural resources, patterns of and adaptation to global environmental change, and earth observation technologies within the disciplines of physical geography, natural resource science, global environmental change, geographic information science, disaster risk science, disaster prevention and reduction engineering, and geographical information technology.
